Strange issue, Driver side lowbeams work but passenger doesn't

I've been putting off digging into this issue until it was warm enough to be outside but the issue is that my passenger side low beams don't work. The drivers side lows work, parking lights and turn signals work and high beams work on both sides. I stopped at autozone and grabbed an H7 but the new one doesn't work either. What gives?

Some cars have a separate fuse for each side headlight, thus one fuse clears, you still have one headlight.

Wifes car: 2004 Tib GT, 2.7L, 5MT, 188K miles, medium blue, basically stock.
My car: 1998 Legacy GT wagon, 2.5L, 5MT, 176K miles, "Quicksilver", not stock and not slow...

I was reading that too, but I couldn't find a second one in the fuse box.

Quick look at another manual, looks like shared fuse for both sides.

Check for power at the bulb to ground (lights on).
If you have power, check the ground connection.

Wifes car: 2004 Tib GT, 2.7L, 5MT, 188K miles, medium blue, basically stock.

I'd check the connection inside the housing for corrosion or a broken plug/wire. You will have to heat up the headlight assembly in the oven ( I did 215 degrees for 10 minutes) to check everything and pull it apart. Get some butyl sealant in case. I believe both sides are on the same circuit/fuse/relay.
Check threads on angel eyes or HID installs.

I am not aware of any wiring actually inside the housing. It's in the engine bay up to the bulb socket which the bulb plugs into.
So it's either an issue with power to the socket, corrosion in the socket or a bad ground which goes to the chassis.
Having a meter should help find which part of the circuit it bad, then fix it. Volts tomcheck power in, resistance to check to the ground.

PA, don't handle the glass of a halogen bulb, if you touch it, clean with a paper towel and rubbing alcohol.

Try swapping the light from the good side to the bad and see if the problem follows the bulb. If it does then get a new bulb.

Post 1 states he bought a new bulb and it still won't work. Granted, there is a slight chance the new one is bad.

Most likely a ground issue as suggested by Charlie. I like dmdicks' idea of swapping good known bulb, but I'll go one step further and temporarily take out both headlight assembly and test the working one on the non-working side to rule out connector issue. (3) 10mm bolts hold the headlight assembly. With the headlight out, it will be easy to perform the tests.

There are. The harness plugs into the back of the housing. There are two separate plugs inside, one to the low beams, one to high beams and a small one to the city light. A separate harness from the outside goes the to turn signal. This is for a 2004.
