Looking to buy a converted 03-06 Red gauge cluster from red to Blue to match the 07-08 FL2 Cluster. 2.7 Auto. Unable to use the 07-08 cluster due to emergancy light always being on will fail inspection.

From what I know in US, E-brake is not an inspection fail.
I'm not aware of an issue where the e-brake light is always on with the FL2 cluster. Your biggest problem is that the fuel level sending unit from 07-08 uses a different resistor range than the previous years so your fuel gauge would be incorrect.
