In Illinois they do an OBD scan and not a sniff test on all newer cars. They check to see if any codes have been thrown and see if the computer is finding and problems with the current running of the car. If I had a CEL and disconnect the battery for 5-10 minutes, does this erase all CEL's thrown in the past? Does a MAFterburner affect the way the OBD system will respond to them scanning it, ie - trick it into thinking the car running clean?

5-10minutes will not provide enough time for the drive cycles. The machine will know it has been recently reset and will abort the test as failed.

The mafterburner is just a fuel tuner, like the apex afc, correct? The ecu has no clue that the fuel tuner is there. The machine will not know. That is why CA has a visual inspection as well, to look for illegal items the machine doesn't detect. What cel's are you getting? Fix that and you should be good to go.

The only way emissions will be effected is if you have it tuned insanely rich and go higher than the max allowances. But since you say they don't do a tailpipe test, that doesn't matter. You have it easy.
