No power to right fog light

So when i got my tiburon only one of the hid fog lights worked. They are both plugged in the exact same way, i can't figure out why one works and the other doesn't. Any ideas?

See if you have voltage to the ballast on the dead one.

They both come off the same fuse & the same relay (stock), so if one works, it's:

-Wiring
-Ballast
-Bulb
