So basically car gas mileage plummeted so I went to look for a problem changed the intake manifold gasket cleaned air intake tested fuel system everything was good but when I put everything back on it just wouldn’t start I was going try taking the serpentine belt off and trying it again but I’m a little confused (everything is plugged in and looks like it came off) 2.7l delta gt limited

I feel like there is much more to the problem than you explained in one very long run-on sentence. You might have to explain in more detail and additional punctuation to help us get a clear idea of your problem. There's many troubleshooting steps that you have skipped over or didn't mention in your post.

Let's start with the simple stuff first:

Is your timing belt still intact?
Do you have spark?
Do you have fuel?
Did you accidentally swap the TPS and IACV harness plugs when you removed the intake manifold?
Did you damage the crank position or cam position sensor?
Do you have a check engine light?
Have you read the diagnostic trouble codes over OBD2?
What do your LTFTs look like on live OBD2 data when the engine is running?
What brand is your MAF sensor?
What brand is your upstream O2 sensors?
What brand is your crank position sensor?
Are you using NGK Iridium spark plugs? Are they the correct heat range?

I assume it’s cranking but not starting ?
as stated, fuel and spark are the main 2 to look for. Pull one of the plugs out and hold it a couple of mil away from something metal while cranking it and see if it’s sparking.
