So my timing belt broke and I replaced the heads but when I go to set my cams on there timing marks they will not budge if I have them torqued down to spec my crank is at tdc #1 piston only if I loosen my caps pretty much all he way am I able to turn the cams and this is a problem on both the heads I don't know if this has already come up before I've searched it couldn't find anything that really covered my situation any help or input would be great

If you assembled the cam caps in the wrong order they probably binded up preventing you from rotating the cams. Otherwise you didn't pre-oil them with assembly lube. Tear it down and ensure your caps are in order. They are numbered 1-4 with an arrow that should point towards chain driven gear. One row will be stamped with an I for intake and the other with an E for exhaust.
