You should search on Google or something. If you know the trim, the inducer diameter, the exducer diameter, the turbine A/R ratios, the compressor A/R ratios,...etc. , you can answer yourself.

in general a t28 is smaller than a t3, now a GT28 would be a completely different animal. The T28 was a factory unit used on a few Nissan's including the SR20, could be wrong there.
