I have them installed and all the wires going where they need to go. but don't know what I'm doing wrong. The kit is from ddmtuning

good point, i mean the ddm kit he got doesn't lol bad but i have ordered hid kits before that came with bad ballist, bulbs, ect.... only time will tell what his problem is tho.

ok. I wen't out and checked all the fuses and they're all good. I also took out the foglight fuse and that didn't work either. I was also thinking what if the big yellow relay for the lows is bad.
I also tried switching the polarity around on that plug last night when I was trying to get them to come on and that didn't work either. So should I switch the polarity around on the plug to the ballast now and see?

Got mine from DD
relay was bad on the relay harness, but once paul replaced it for me...i never had a problem with mine ever.... I do recommend a relay harness if you dont have one....i dont know why someone would tell you that you dont need once...its more safe for the car to have one.... i shake my head when i see ppl with HID's driving around and one or both flicker....means...they are not getting a constant flow of power hence what a relay harness is for..

YES! Got it! lol I reversed the polarity on the plug thats on the ballast and they came on.

sweet glad it worked for you 
as for the relay, the wiring on our cars are good enough that a relay is not 'necessary' (ie many people on here are running theirs without one including myself for a couple years now) but they do help reduce the strain on the electrical system if you are also running a lot of other things
