honestly its impossible to know without having a standard to measure against. i would say that if the euro standards are the same (or very close) there is no way youll pass with headers and even one cat... i passed Connecticut's standards with one cat, and I thought they were similar to California, but if valkare is not passing with stock manifolds.... then there is no way its going to happen. you should wait till you have it tested, then do the headers. how often does it need to be inspected?
