When removing my cone air filter from my CAI, I noticed that the metal meshing was a bit rusty and remained that way after cleaning with a K&N filter charger....

Is it still safe to use?

A new one will be rusty after the 1st rain i am sure....

Is this normal, or are the OBX (K&N type) not of good quality?
 
What kind of cone do you have? I have the blitz style all-metal mesh cone and noticed some very light surface rust on the end of the cone, none on the mesh filter part though, just the casing.

I just cleaned the mesh with a tooth brush and scrubbed the rust off the end with the rough part of a kitchen sponge. Looks fine.

I think that may be your problem. I bought a K&N "type" filter from autozone once, and it was rusting slightly as well

interesting, looks just like a K&N and it came with my AOS CAI 3 yrs ago...u really dont see rust until u look at it close or feel it...
